Kim A. Schwartz, District 1

CEO, Roanoke Chowan Community Health Center

Work Experience: Kim Schwartz has more than 25 years of health care experience including mental health counseling, clinical management and independent clinical consultation for mental health centers, medical centers and hospitals in North Carolina and New Mexico. Schwartz is CEO of Roanoke Chowan Community Health Center. She has served as the Congressional District 1 representative to the Medical Care Advisory Committee since 2011. She is an adjunct faculty member for the East Carolina University Health Center Certificate Program.

Work Experience: William T. Cockerham has 20 years of experience as a post-acute healthcare provider. Cockerham has been the President and CEO of Hospice of the Piedmont in High Point, N.C. since 2013. He served as COO for Triad Medical Services in Yadkinville, NC, from 2000 to 2013, where he began his career as an Administrator-in-Training in 1997. He is a licensed nursing home administrator and assisted living administrator

Director of Public Health, Medical Director and Supervisor of Mid-Level Staff, Johnston County Health Department

Work Experience: Dr. Marilyn R. Pearson is a practicing family physician with almost 20 years of healthcare experience. She currently serves as director of public health, medical director and supervisor of mid-level staff physicians at the Johnston County Health Department. Pearson has been director of public health, medical director and supervisor of mid-level staff physicians at the Johnston County Health Department since 2005. From 2003 to 2011, she was a contractor with the Johnston County Public School System exceptional children’s program.

Dr. Stephen A. Small, District 8

Novant Matthews Medical Center

Work Experience: Dr. Stephen A. Small is a full-time clinical physician who practices emergency medicine at Novant Matthews Medical Center. He has 20 years of healthcare experience. Prior to that, Small was a general practitioner in Harbor City, Calif., and an active duty general practitioner in the U. S. Air Force.

Ivan Belov, District 9

Director of Personal Home Care of NC (PHC of NC)

Work Experience: Ivan Belov has 15 years of experience leading a home healthcare agency and nine years of experience leading a Durable Medical Equipment (DME) company. In addition, he has worked with the North Carolina Medical Care Commission to extend the certification period for aide certification, and facilitated training and certification development programs for non-English speaking aides through the state of North Carolina.

Work Experience: Billy R. West Jr., is a licensed clinical social worker with more than 21 years of experience in the provision and administration of mental health care. He is currently the President and CEO of DAYMARK Recovery Services, Inc. Prior to that, he worked as a provider and administrator for public mental health systems, correctional centers and hospitals throughout North Carolina.

Work Experience: Jenny Hobbs has three children on the Community Alternatives Program for Children (CAP-C) Medicaid waiver program. She is the co-founder of Advocates for Medically Fragile Kids NC, created in 2016 to advocate for the rights and needs of the medically fragile in N.C.
