Medicaid for Workers with Disabilities

Individuals with disabilities who are working may receive Medicaid through the Health Coverage for Workers with Disabilities (HCWD) Act (NCGS 108A-66.1).

HCWD provides full Medicaid coverage for workers with disabilities ages 16 through 64. An individual must meet the basic Medicaid eligibility requirements. To be eligible, your unearned income cannot exceed 150% of the federal poverty level (FPL). Federal poverty levels are updated effective April 1st each year. 

Those with countable incomes above 150% of FPL must pay an annual $50 enrollment fee. Those with countable incomes above 200% of FPL must pay an annual $50 enrollment fee and HCWD monthly premium. Medicaid beneficiaries ages 16-20 also are entitled to additional services provided under Early and Periodic Screening, Diagnosis and Treatment (EPSDT)..

HCWD Eligibility Requirements

  1. Be at least 16 through 64 years of age
  2. Meet the Social Security Administration definition of disability except for earnings or be eligible under the Medically Improved Group
  3. Be employed
  4. Have countable resources equal to or less $25,728
  5. Meet the income requirements

Your family’s monthly income is calculated by subtracting certain deductions from your gross income. Your county Division of Social Services (DSS) caseworker will calculate your monthly family income.

Your resources may not be more than $25,728. Resources include:

  • Cash
  • Bank accounts
  • Retirement accounts
  • Stocks and bonds
  • Cash value of life insurance policies
  • Other investments
